The fourth is Utah's own income tax, withheld at a single flat rate of 4.45% rather than a sliding scale, so the state line on your stub behaves like a steady percentage no matter how much you earn.
Because the state rate is flat, raises and bonuses get taxed by Utah at the same 4.45% as your base wages, which keeps the state portion easy to predict. Utah also runs no state disability insurance and no state paid-family-leave program, so you will not see SDI or PFL deductions that workers in California or New York do. Pre-tax choices still move the needle: traditional 401(k) contributions, up to the $24,500 deferral limit, and pre-tax health premiums come out before income tax is figured, shrinking both the federal and the Utah bite at once.
